The British Columbia government not only invested great time (years) and taxpayers’ money concluding an historic Land Resource Management and Shared Decision Making Agreement with the Taku River Tlingit First Nation on July 19, 2011, as BMR reported the other day, but it even put together a slick video featuring Premier Christy Clark championing the deal.
Signed government agreements are very valuable documents. A government video explaining and promoting an agreement can be priceless, as you’ll see.
Every British Columbian should view this short but informative 2-minute video (click on link below) publicly released by the government in the summer of 2011. The facts speak for themselves.
The Atlin Taku Land Use Plan, of course, includes the Sheslay district, a potential world class mineral area effectively taken “hostage” just over two months ago by Tahltan Central Council President Chad Day who at the time revealed, in an open letter since removed from the Tahltan website, that the “Tahltan Central Council is currently engaged in government-to-government negotiations with the Province of British Columbia to reach a long-term approach to land planning, management, and decision-making throughout Tahltan territory where the Tahltan Nation plays a central role.”
Day, who seems to be going against a multitude of groups including of course investors and even some of his own people with his aggressive Sheslay strategy, helped lead a Tahltan blockade of Doubleview Capital Corp.’s (DBV, TSX-V) Hat Project earlier this month just as the company was drilling a critical step-out hole 1 km northwest of hole #23 and the Lisle Discovery Zone (using Tahltan workers, ironically).
Premier Clark Heralding The Land Use Deal
Contrasting Approaches
There is zero public evidence of the the Taku River Tlingit First Nation taking a confrontational approach with Doubleview, Garibaldi Resources (GGI, TSX-V) or Prosper Gold (PGX, TSX-V) regarding exploration in the Sheslay district which started ramping up in the middle of 2013, accelerating after Doubleview’s discovery reported in early 2014 that sparked an area staking rush – one of the few seen in Canada in recent years.
The Atlin Taku Land Use Plan was the first of its kind in B.C. and allows for both exploration and potential resource development in the Sheslay district, while a Shared Decision Making Agreement between the Taku Tlingits and the government has guided the referrals (consultation) process. Doubleview, Garibaldi and Prosper all hold multi-year exploration and drilling permits for their respective properties, granted by the B.C. Ministry of Energy & Mines.
It remains curious that Day’s opposition did not begin until his letter of May 21 which, it clearly appears from the wording of it, was a time of “sensitive negotiations” between the Tahltan and the government (the two parties signed a Shared Decision Making Agreement in 2013 that is still in effect, also guiding the referrals process, but it seems Day has been pressing hard for an expanded new agreement). The May 21 letter was also issued exactly one month after Doubleview reported that “the company believes that the Hat Property may be host to a major, world-class deposit.”
Again, ironically, while under majority ownership of the Tahltan Nation Development Corporation (owned by the Tahltan people), Tahltan Drilling Services completed the first 23 drill holes at the Hat Property through May 21 going back to 2013.
This entire controversy has been unfortunate for the junior exploration sector in B.C. which is in dire need of drilling activity and new discoveries. If the problem isn’t solved soon, there could be damaging and long-term consequences for the province’s reputation as an “investor friendly” jurisdiction for exploration and mining – investors and companies are watching this situation closely. Since Tahltan territory covers about 10% of the province, this Nation of great people has potentially much to lose, as well.

“This is another significant milestone in land use planning in British Columbia, fully protecting an additional 800,000 hectares and providing certainty for investors over three million hectares in an area of the province rich in natural beauty and natural resources.” (Steve Thomson, Minister of Forests, Lands and Natural Resource Operations, July 19, 2011, B.C. government news release).
Note: John and Jon both hold share positions in DBV and GGI.
Once again BMR puts all the professional journalists out there to shame.

Yes, great piece of evidence and the facts speak for themselves.
If you are reading this Chad Day- screw off…..I hope you get what you deserve and lose your people, the provincial & Federal governments as well as the Canadian people’s respect. I have no respect for the games and damage you have caused to both your people and especially to DBV and its shareholders!
The Taku River Tlingit First Nation will prosper. I recommend that they form a drilling company and we hire them for our drilling.

Great work BMR on exposing Chad Day’s dangerous ruse that is costing everyone including the Tahltan. Let’s hope the media picks up your articles to make them known .How fast we get back drilling is the big question.
Comment by Les — July 25, 2015 @ 1:22 pm
Excellent update BMR. Perhaps the BC Government will wake up once again after viewing this video as a reminder of their current agreement with the Taku. I would hope that the companies continue with their programs as there is a process in place for the Tahltan to voice any objections over any over-lapping land claims. But of course their approach seems to have forgotten this reality. The Tahltan has had many years to voice any objections and to date they have ignored the BC Government in their approach and have likely ignored the Taku River Tlingit First Nation as well.

If you or I or anyone else tried to pull a stunt like cahd’s we would find ourselves in jail so fast it would make our head spin. Time to lay down the law.

Does anyone know, which drilling company Garibaldi (GGI) has lined up to drill on their properties in Sheslay? Thank you in advance for the information.

Good artical , nice perspective . But still not answering or giving us insight on what we all really want to know
Comment by T — July 25, 2015 @ 2:27 pm
What is actually the true power of Chad Day in Sheslay ?
Comment by Guy Delisle — July 25, 2015 @ 4:03 pm
I notice you didn’t include whether Jon or John still hold shares in DBV…I’m guessing it was just an oversight but figure I’d bring it up. Great work BMR – once again, more evidence that suggests Chad Day is way over his head on this one.

Guy , the power is walking around carrying a rifle and making outlandish statements. Call it what you want , but by the looks of the facts being presented I’d call it extortion and it should be dealt accordingly.
Comment by Les — July 25, 2015 @ 6:01 pm
We would need to broadcast this video on the web and on their Tahltan Facebook!

watch out early next week pure energy tsx .pe there is big news coming maybe on ther 431=01 and other big news …my opinion only.
Comment by tony roma — July 25, 2015 @ 8:25 pm
No offense to anyone, but all of this is a re hash of the events leading up to the blockade. I think everyone on here understands that there were agreements in place, but the fact is that Talhtan people want a new agreement. I think that we all agree that the blockade is an under handed and unfair negotiating tactic. We need to find out what the likelihood of this being drawn out versus a speedy resolution. We recognize that we don’t like it but to me the most important decision making fact has everything to do with the timing of resolving the disagreement.

Dave, thanks for the TA on EQT. Yes, if most investors are triggered on the TA alone, imagine what TA and fundamentals together will do. I picked up another bunch of EQT on Friday. Looking to add more early next week. This one is looking good right now. As for the big guy coming on board,I heard that as well but also sworn to secrecy. Guess it’s not a secret anymore. Given EQT’s favorable address, it’s top notch management, and world class geologist, chances of success are very good.

Never had any response from all email I sent to different level of government for Sheslay situation !
Comment by Guy Delisle — July 26, 2015 @ 6:59 am
Dan – yes, the odds are in their favor. Keep in mind that 60% of the float is owned by insiders too. Looking at the chart, I see an early pattern of it following in NPH foot steps. The head and shoulders followed by an upswing, then profit taking on 2 different series, and then boom. Its hope full thinking anyway. IF they pull up decent grades, I think it will do a parabolic shoot.
Comment by dave — July 26, 2015 @ 7:42 am
if anyone else pulled a stunt like that and crashed the stock from 17 cents and moving higher to 6.5 cents ..this is a class action lawsuit against them and the would pay all shareholders the differece of price per share..my opinion only they stopped the company from moving forward.with greed
Comment by tony roma — July 26, 2015 @ 7:44 am
Tony Roma, re Pure Energy (PE): I have heard the same thing about the 43-101 coming out early next week. I think we will see an increase in share value as the news releases have stated very positive drilling results. With the new highway built for Tesla, not a coincidence, shortens the drive from Clayton Valley to Tesla’s Giga-factory. Here we go!!!
Comment by vepper — July 26, 2015 @ 7:47 am
Ted , don’t hold your breath on a speedy resolution. The best case scenario would be verbal agreement that would allow DBV and GGI to resume drilling while the dispute over overlapping land claims is sorted out . It’s not funny how a discovery of an enormous body of ore has suddenly rekindled an old Indian dispute ,it’s greed..
Comment by Les — July 26, 2015 @ 7:53 am
Dan – I wanted to touch on management. I guess you know that Makela retired in 2012 and came out of retirement for this project. They say he is the worlds best. Then we have Goldie who is a VP with Salmon brothers. And of coarse Kyler Hardy. I believe he is only 37 years old. He started a business when he was in his early twenties and within 4 years built it up to over 400 employees strong.
I was involved with a government agency most of my career. My specialty was interrogating criminals. I had to study Kinetics. I was sent to Northwestern University for 2 weeks on a advanced coarse of Kinetics. I can look at Kyler Hardy picture online and tell you by his posture that this guy means business. Success is written all over that pose. They are going to drill 10 to 12 holes to start. Lets hope for sweet stuff into the fall.
Comment by dave — July 26, 2015 @ 8:21 am
I hope DBV is just waiting for a confirmation from the government on the status of their property and once confirmed they begin drilling. It really doesn’t matter what the Tahltan elders think. In the end its not between the Tahltan and DBV, its between the Tahltans and the government. In the end, its clear that the Tahltans are fighting something they aren’t even entitled to and the Taku River Tlingit First Nation are the ones that have the rights to it. The Land Resource Management and Shared Decision Making Agreement with the Taku River Tlingit First Nation was signed on July 19, 2011 and now its summer 2015 and Tahltans are just now taking things in their own hands? Too late. The elders might be illiterate and might not know what happened in 2011 but the 28 year old kid sure does but is ignoring it. If we can legally drill then lets start drilling…..I don’t care what the Tahltans think……
Comment by D4 — July 26, 2015 @ 8:34 am
Les, the “overlap” claim over much of the Sheslay district is intriguing. The very fact the B.C. government, after I’m sure very detailed and expert legal advice, and a few years of working on this, entered into a Land Use Plan covering these 3+ million hectares including the Sheslay district suggests the Taku Tlingit First Nation has a very strong claim to this entire area – a “comprehensive claim” as was explained by a spokesperson for the federal govt.’s Aboriginal Affairs and Northern Canada (B.C. Region).
It’s very wise for the companies to have good relations with all First Nations, and vice-versa, and First Nations need to work cooperatively with each other (as our July 22 article emphasized), but the position of the companies has been strengthened considerably here IMHO and they have a very valid option at looking at doing exploration agreements with the Taku Tlingits.
Les, you brought up an interesting point that a conspiracy theorist might ask (though I’m not suggesting you’re a conspiracy theorist) – is Chad Day trying to take the Golden Hat away from the Tlingits, not to mention the Grizzly and the Star? For the sake of not re-opening old wounds (there’s a book written about the Tlingit-Tahltan war), I hope that’s not the case.
Everyone should understand that this whole story has very significant implications for the B.C. exploration/mining/resource sector and possible political ramifications. This is not just about a few companies in a dispute with a First Nation.
Again, if there wasn’t something of value here, this whole controversy never would have erupted. Shareholders can take comfort in that. I’m hopeful it will be resolved quickly, and when it is, and drilling resumes at the Hat and starts at the Grizzly, more eyes will be on the Sheslay district than ever because of all of this.
Comment by Jon - BMR — July 26, 2015 @ 8:36 am
Jon , it appears Chad Day wants to take something that he is not untitled too and he is using every tactic he can think of to accomplish that . He has come to the conclusion that the Shesly district is worth billions , rightly so , and he wants part of it. No I’m not a conspiracy theorist, I believe this is all about greed.
Comment by Les — July 26, 2015 @ 9:13 am
The danger of Chad Day’s actions of creating gridlock in the Sheslay district that could halt proceedings for months or years is that he will have killed the goose that laid the golden egg. These tiny companies are vulnerable to bankruptcy. I just hope a resolution to this mess can be obtained quickly.
Comment by Les — July 26, 2015 @ 10:01 am
Taku River Tlingit First Nation has been very quiet in all of this. I guess they don’t need to say much since they know they have the rights to the area and have the government paperwork to prove it!

i still don’t know where GGI’s take is on all this? they have been too quiet…
Comment by STEVEN1 — July 26, 2015 @ 10:38 am
Steven, let me use this analogy…a Grizzly can be very quiet and appear very tame for a period of time, and then…kaboom…all of a sudden it reacts to something, stands up tall, starts to roar and gives chase. Regoci is thoughtful and strategic. I’m sure he’ll strike at the right time.
Also, remember Theodore Roosevelt’s philosophy – “Speak softly, and carry a big stick.”

Good analogy Jon, but I still have a long sharpend stick to POKE it a time or two, just to make sure it’s still paying attention.ha!

Jon
is Teck’s eagle property part of the Sheslay? On the map it appears to be, not sure though..
thanks
Comment by Greg — July 26, 2015 @ 11:40 am
Keep an eye on fnc.v. They received samples from Pangang Steel Group ( major steel producer in China) to apply fnc’s metallurgy process to their ore to see if they can get better extraction. They’ll also apply this process to their blast furnace slab. Many believe they will be successful. Results in 3-4 months. Company is also awaiting results on their 500 tonne gold bulk sample. They could hit grades of 1oz per tonne.
Comment by tony t — July 26, 2015 @ 11:56 am
Yes, Greg, it is, and the upper half of Eagle, considered to be the most prospective, is included in the Land Use Plan.

Yes it is, Les, no questions there, but we are going to expand on a few things.

Jon
I still think Teck is involved in this someway….. they would love to get their hands on GGI and DBV properties at a very cheap price….
Comment by Greg — July 26, 2015 @ 2:08 pm
Greg- I also agree that Teck would love to have the properties. One thing is for sure, Farshad will not give up the HAT! Peter Bernier wanted it and a few majors have expressed interest in the property as well! They see the potential but the market hasn’t seen it yet but this will soon change once drilling resumes and we have more results. Just one hurdle in our way…..
Comment by D4 — July 26, 2015 @ 3:02 pm
Congrats to the BMR team. DBV has sent out a copy of your latest info. I think that speaks volumes on the accuracy of your DD. I would think that their legal team would have given the green light. Richard l
Comment by richard l — July 26, 2015 @ 6:15 pm
Thanks, Richard, we’re staying focused on the facts with this, whoever that makes look good or not so good. Keep in mind we took a swipe at Prosper late last year for different things, so it’s not like we just stand up for the companies no matter what. We’ve performed a lot of research on the Sheslay district since mid-2013 when we decided then that this area could rise to the level of national interest, so Chad Day may be able to fool some in the media, but not us. Perhaps that’s why he’s turned down repeated attempts from us for an interview.

Jon- not sure is you came across this yet but it definitely shows how lengthy the process was and how the groups worked together:
